In our new report report entitled The submerged part of the iceberg - the responsibility of the states and the private sector in the crisis of digital surveillance published in the aftermath of the series of revelations of the Pegasus project, we expose the devastating effects on human rightsof a low -regulated cybersurveillance sector.

The revelations of the Pegasus project caused a shock wave.

The PEGASUS project: This project is the result of joint work between a consortium of journalists piloted by the Forbidden Stories association and our Amnesty Tech teams.Investigation work was carried out by more than 80 journalists from 17 international media.Journalists have had access to a list of more than 50,000 Dételephones, potential targets of the PEGASUS spy software. Our teamsu Security Lab of Amnesty International have conducted advanced technical analyzes aimed at detecting traces of spy software in mobile phones.

From July 18 to 23, journalists published the results of their surveys highlighting a large -scale spy scandal.Every day, new revelations fell. The meeting was given at 6 p.m.Result: 11 states have intentionally used Pegasus, the extremely powerful software of Israeli society NSO Group, to illegally target journalists, human rights activists or even lawyers. However, this advanced technology is only supposed to be used to combat terrorism or crime.

By selling its software to countries like Saudi Arabia, Hungary and Morocco which would use Pegasus against critical voices, NSO Group is an accomplice of these violations.

A dangerous sector

For years, we have alerted against the dangers that the surveillance sector has weighing on human rights, notably by evoking specific and illegal surveillance cases, facilitated by the Israeli company.

NSO Group is one company among others. It is a dangerous sector that has been operating for too long on the verge of legality. It is absolutely urgent that the regulations of the cybersurveillance sector and the control of this very opaque sector be reinforced.NSO technology has made it possible to be perpetrated by the violations that have been revealed by the Pegasus project.

Revelations related to Pegasus espionage software show that there is today a real global human rights crisis facilitated by the cybersurveillance sector.

Private Israeli companies such as NSO Group flourish with impunity their human rights responsibilities.

By allowing the use of NSO software without guaranteeing the protection of our rights, states have enabled an illegal system to prosper, with the consequence of large -scale human rights violations.

An immediate moratorium is essential

In order to prevent new violations, it is urgent that the cybersurveillance sector is truly controlled.

In the revelations of the Pegasus project, heads of state, such as Emmanuel Macron, have been identified as potential targets of spy software. The fact that senior politicians have been taken in the nets of surveillance technologies should alert states to the imperative need to regulate this sector. If leaders are thus targeted, this confirms even more than the rights of activists, journalists and lawyers are in danger.

A moratorium must immediately be established on the export, sale, transfer and use of surveillance technologies until a regulatory framework for human rights is set up.

Since the revelations of the Pegasus project, the Israeli cybersurveillance equipment company has declared "denying firmly [...] the false affirmations" that ourrapport contains. The company wrote that the grouping of the group was based on "erroneous hypotheses" and "non -corroborated theories" and repeated that the company led a "vital mission."

NSO Group insists that Pegasus is used completely legally to "recover data from mobile devices from such or such alleged large -scale criminals.»»
